Normal guitar drop b is, B F# B E G# Db
so bass tuning drop b should be B F# B E.
is this right and if not can someone explain why?

Yes but good luck getting it to tune that way. I’m not much of a bass player but I know when it comes to guitars you’d have to set the guitar up in a specific way to allow such a tuning to be playable. Thicker strings for one, adjustment of the tremolo (not a prob on bass of course) possibly adjusting the action and intonation, and considering how thick the new strings are quite possibly a neck might also relax a little under this tuning, possibly requiring the adjustment of your truss road. (Something you don’t want to do on your own.)
Better off playing a 5-string bass (which is tuned to B E A D G) and callin’ it good rather than messing with the tuning.
